About Us…

Harnden Construction Services, LLC was formed in August 2014 to provide civil construction and engineering services to governmental, commercial, industrial, and solid waste industries.  Harnden Construction Services is a Vet-Owned company that focuses on performing work for the Federal government, providing excavation, demolition, and underground utilities, including storm sewer, sanitary sewer and water lines,  as well as paving and site concrete work.  In addition, Harnden Construction Services can also provide full-service construction of new landfill cells, capping of existing landfill cells, and installation of leachate collection systems, gas collection systems, and flares.

Charles E. Harnden, III, Chief Executive Manager of Harnden Construction Services, LLC , has over four decades of experience in various phases of heavy/highway, site, and landfill construction work - including bidding, construction, and project management.  As a job superintendent he was responsible for the oversight of all phases of site and highway construction that included excavation, utilities, and paving on projects that were modest to multi-million dollar in size.  Mr. Harnden was one of the founding employees of a major highway and site contractor starting in the early 70’s in Harrisburg, PA.  While with this company for 33 years he grew through the ranks holding the position of Engineer, Superintendent, Estimator, Chief Estimator, Project Manager, and Vice President all during the first 18 years.  For his final 15 years with the firm he was the Executive Vice President.

During the early 80’s, Mr. Harnden established a landfill division for this employer.  His responsibilities were bidding landfill projects and constructing new cells and caps, leachate collection systems, and gas collection/flare systems.  Under his leadership and guidance, this division grew to be one of the largest landfill contracting operations in Pennsylvania and Maryland.

Richard “Sonny” Jayne, Superintendent:  Mr. Jayne brings his more than thirty years of construction background to your project with his vast background managing/supervising heavy/highway, site, and landfill construction work.  With his experience monitoring the daily field operations in regards to manpower and equipment, along with safety and meeting client deadlines, he is an asset to every project he is on.  Mr. Jayne brings his vast experience along with his many certifications including Soil & Water Conservation Responsible Land Disturber Certification and OSHA 30-Hour Course, Permit-Required Confined Space and Excavation & Trenching Competent Person Certification.  With Mr. Jayne’s experience, his continued education, and his eye on safety he brings high-quality supervision to all projects he is in charge of.

Donald McCoy, General Superintendent:  Mr. McCoy brings over forty-five years of experience in the construction industry to our company.  Mr. McCoy’s extensive professional experience in excavation and utility work started in 1969 as a licensed surveyor and he has expanded his knowledge through the years becoming a valued project manager and superintendent. His past involvement in many types of work including, highway construction, bridge construction, tunnel construction, landfill construction, site development and survey work brings a vast amount of knowledge to any project. The combination of all the roles Mr. McCoy has held in the construction industry assures that he brings a plethora of awareness to the General Superintendent position he now holds with Harnden Construction Services.
